Job Objective:

Full supervision of all government and private tender activities within the organization, including sourcing, coordination, submission, analysis, awarding, and contract execution. The role ensures that all processes are carried out with the highest levels of efficiency and compliance, in alignment with the company’s strategy and objectives.

Key Responsibilities:

  • Research and regularly download tenders received via email.
  • Continuously monitor government platforms such as Etimad, Tayseer, and other official portals to identify and evaluate new tenders.
  • Monitor the official email and ensure timely response to all tender-related correspondence.
  • Forward tender documents to relevant departments for necessary action.
  • Ensure tenders align with the company’s business activities and strategic goals.
  • Supervise the tenders team, including specialists in government and private tenders.
  • Participate in pricing committees and contribute to the preparation of financial and technical proposals.
  • Review all technical and financial files before submission.
  • Handle all tender-related correspondence from the Business Development or Client Management departments.
  • Oversee the registration and qualification of suppliers in accordance with regulations and requirements.
  • Apply for pre-qualification or post-qualification through official electronic platforms.
  • Receive award decisions from government or private entities and initiate contract signing procedures.
  • Analyze the outcomes of submitted tenders and compare them to the results of awarded bids and competitors’ offers.
  • Review causes of unsuccessful bids and address comments to improve future performance.
  • Prepare periodic performance reports (monthly, quarterly, annually) for the department.
  • Perform the duties of a Tenders and Contracts Specialist when needed.
  • Develop and update departmental strategies in line with regulatory and market changes.
  • Set overall departmental goals and develop plans to achieve them efficiently.
  • Create a tender database that includes submission dates, results, feedback, and improvement plans.
  • Build ready-to-use templates for technical and financial proposals to streamline submissions and standardize output.
  • Train and develop the team on electronic systems and modern tendering practices.
  • Build professional relationships with tendering entities to increase the company’s chances of success.
  • Regularly prepare and review internal policies and procedures related to tenders.
  • Participate in senior management meetings to present departmental reports and analyses.
  • Perform any other tasks assigned by the direct supervisor.

Qualifications and Requirements:

  • Bachelor’s degree in Business Administration, Law, Engineering, or any related field.
  • Minimum of 5 years of experience in contracts and tenders management.
  • Strong knowledge of government competition platforms such as Etimad, Tayseer, and others.
  • Excellent skills in analysis, organization, and team leadership.
  • Proficiency in Microsoft Office and ERP contract management systems.
  • Excellent communication skills.
  • Fluency in English, both spoken and written.

Nature of Work:

Full-time – with the possibility of overtime depending on project requirements and deadlines.
